MINUTE BY THE ACTING POSTMASTER GENERAL.

Hon. Col. Secretary.

Since forwarding the applications, I have obtained from the Hon. the Treasurer a copy of the Classification of Salaries. By that I find that the 1st Clerk at Shanghai comes in under Class III. If approved of, I think this Officer should be entitled to rise to the maximum salary of this Class.

The 2nd Clerk placed in Class IV at a fixed salary of $1,200, I think, should also be allowed to obtain the maximum salary of this Class.

The Senior Marine Officer at Shanghai I would recommend should be placed in Class IV, and the Junior Marine Officer in Class V instead of Class VI as they both are at present.
